How will local councils discharge new BNG duties?

Spending watchdog has questioned how local councils will discharge new Biodiversity Net Gain duties.


Planning specialists, Chrisa Tsompani and Stephanie Hall explain:


The report reveals that some local authorities have expressed concerns that they are not ready to implement their duties relating to implementation, monitoring and enforcement of BNG. Furthermore, it is not clear whether Defra will have sufficient monitoring data to assess performance and therefore no assurance that statutory BNG is delivering the desired biodiversity outcomes and value for money. The report also highlighted the need for the market in offsite credit banks to scale up to meet demand.
